Cyberpunk 2077 Developers Talk About Characters in Phantom Liberty - They're "Vibrant and Complex

On June 11, 2023, CD Projekt RED announced that the Phantom Liberty DLC for Cyberpunk 2077 will be released on September 26. The next day, the studio released a video in which the game’s Narrative Director, Igor Sazhinskiy, shared details about the DLC.

Phantom Liberty’s main events take place in Dogtown, ruled by Kurt Hansen. He maintains control over the area with the help of his military formation called “Barghest,” which consists of soldiers, Militech employees, bandits, and marauders. However, Hansen and his Barghest don’t have full control over Dogtown. In the areas where the local leader’s power doesn’t reach, it is so dangerous that no one dares to venture there.

Initially, Dogtown was intended to be a large entertainment zone with hotels and casinos, but construction came to a halt during the corporate war. Since corporate taxes are not collected in Dogtown, the area has a thriving black market trade. Here, you can find the most exotic technologies that are unavailable elsewhere, even in Kabuki.

One of the key characters in Phantom Liberty is Rosalind Myers, the President of the USA. According to the DLC’s storyline, her shuttle crashes in Dogtown, and V is tasked with helping her escape as the locals and the Barghest are hunting her. Myers is a former Marine and, as Sazhinskiy emphasizes, she’s an exceptional and intriguing character that the developers hope players will love.

In the Phantom Liberty trailer, they showcase the “Chimera,” a combat robot left behind from the corporate war. Sazhinskiy highlights that this machine has the potential to create chaos if it falls into the wrong hands. According to the DLC’s plot, V may have to confront the Chimera.

Experienced spy Solomon Reed, played by Idris Elba, is one of the three main characters in Phantom Liberty, alongside V and Soika. Sazhinskiy describes Reed as someone capable of handling tasks like orchestrating a coup in another country. Previously, Reed worked for the USA for many years but was later put into reserve and turned into a sleeper agent.

Reed will assist V in rescuing Rosalind Myers, but their collaboration won’t always go smoothly. Sazhinskiy emphasizes that their relationship is rooted in conflict. One of Reed’s key traits is loyalty to his country and the people close to him. These principles often clash, leading him to make extremely difficult decisions. V will have the opportunity to influence those decisions.

Soika is the third main character in Phantom Liberty. According to Sazhinskiy, she shares some similarities with V and can even be seen as a “V from another universe.” The developer hopes that players will understand CDPR’s concept and see her as a mirror reflection of V and themselves. Soika is characterized as a multi-faceted personality who will immediately captivate some players while repelling others.

During internal testing of the DLC, Soika evoked mixed reactions from players, Sazhinskiy highlights, expressing his delight in the varied response.

In the lead-up to the release of Starfield, one of the main talking points surrounding the game was the number of planets available for exploration. Bethesda has been clear that most of these planets will be empty, in order to create a sense of real space. However, some players are concerned that this was a mistake and that the studio should have simply created a single system with multiple planets, like in The Outer Worlds.

Bethesda, for its part, believes that empty planets are an important part of Starfield and that they don’t make the game any less enjoyable. In an interview with The New York Times, CEO Ashley Cheng explained that the point of such vastness is to make players feel small and insignificant.

“The point of these scales is to make you feel small,” said Cheng. “To make your head spin. Everyone is worried that empty planets will be boring, but when astronauts landed on the Moon, it was empty too, and they certainly didn’t get bored.”

As for the possibility of a smaller game with fewer planets, Bethesda says it considered that option but ultimately decided against it.

“We could have made a game with four cities and four planets,” said game director Todd Howard. “But that wouldn’t have given the same sense of exploration.”

It’s likely that the concept of Starfield and how well Bethesda was able to execute it will be a topic of debate among players for some time to come.

Starfield is one of the most anticipated RPGs of the past couple of years. Its Early Access is finally out, and there have been some mixed reviews coming out on the internet. However, many disappointed players agree with the low review scores due to the shortcomings they faced.

The overall Metacritic score for Starfield stands at 87 for Xbox Series X and 88 for PC. However, the controversial low scores of Starfield caught the eye of the upset players. There are several aspects of the game that players criticized for not delivering quality. For instance, space exploration, blank planets, equipping/using of items, and much more. Players said that Starfield offers quantity with a lack of quality after playing the game for several hours.

The community often complains that the game’s story and emotions are not compelling. Players think the missions and characters are boring and don’t have exciting stories that make the game really fun. A lot of players also criticized the gunplay and combat mechanics of the game, saying that Bethesda hasn’t improved the combat mechanics since Fallout 4.
